From all I have read, they are part of the basic rules now. There are charts and stuff about, who can ally with whom and to what degree.

Yeah its based on points. Up to 2000 you can have one standard force org plus a ally. Allies are 1 hq and 1 troop, with 1 elite, fast, and heavy as optional unit.
At 2000 and above you can have 2 standard force orgs of the parent army and up to 2 ally detachments from what I understand.
All apart of the basic rules.

I would think most Tournies will flat out ban allies from the get go, at least any tourney that wants to be anything but a minmaxers wet dream will.

I have been doing some experiments and I came to the conclusion myself that 2000 points was the minimum point level when I would start to think of the points sink into allies worth it. I was really mostly of thinking of adding a BA libby with an assault squad + priest to my space wolf list.

In my brain, I have been mashing together a flyer intensive list with IG Vendettas filled with vets, supported by a Stormraven with purifiers, a libby and a dread.
I can't think of to many weaknesses in a list like that.

Especally since at the moment the only know reliable way to get anti air in your list is to buy a stupid Megablocks building.

hey, I like those mega blocks buildings...
I for one, hope that there is not a trend of mass-banning of allies. In general, I think it not legit to pick and choose the basic rules that you will and will not allow in tournaments. I have always had a problem with a number of central rules in 5th edition, but they are all just part of the lay of the land. To wit, I am psyched about the new wound allocation rules.... having been super annoyed with the old ones.
I am excited about the possibilities that allies open up for me to field and to play against. I don't actually think that it allows for that much more min-maxing than in the 5th ed world.
Moreover, I am not quite sure how to put this, but if it is min-maxing that we hate (and not allies per se) why don't we just not min max?

Ross GW thought of that for you. The ally force org is in additon to the normal force org, so you'd technically have 3 hqs slots if you choose to have a ally.

I just finished my first read through of the new rules... I am bummed that Furious Charge is now only +1 Strength... I would trade that for the +1 Initiative.
I also think the "look at the model" answer for power weapons is just plain BAD. Different power weapons potions should be different choices in the codex with different point values.

My expectation is that they will be once new codices start getting released. The "look at the model" thing is just a stopgap (though, IMO, a poor one) until that time. Also, they FAQed sanguinary priests to only buff units from Codex Blood Angels. Just in case anyone was getting cute ideas about giving feel no pain and furious charge to their army (coughRosscough ;D).
