I think the weapon ap rule has potential, the only problem I have with it is the amount of weapons in codexs that ignore armor but aren't power weapons so they would have to faq a whole lot of things.

So, do you folks think that if GW does include Chaos Cultists in the starter set. Does that mean that they will include a rules update for codex Chaos Space Marines ,like GW seems to be in favor off with the new digital download, or will they come out with a new book, or just include a packet in the starter set describing how to use the cultists till they figure out where to put them?

With the starter sets they usually come with a little rules pamplet for the units. Though sometimes they are dumbed down version. Word is the following month will be new chaos release.
I just want to know if they're bringing cypher back.

That's why I like this part of the fluff. There is a lot of indication that the current members of the dark angels, or at least the upper hierarchy, where swayed by chaos.
The Fallen are the ones who stood up to them. And this whole hunting down the fallen is the Dark Angels trying to cover it up.
The Cypher personally might have the broken sword of a primarch and he might be the only one who knows how to wake the Emperor. But he cant get to Terra because of the his status, so he has been manipulating the fighting factions of the galaxy trying to get to the emperors magical toilet.
One of the big questions about 6th is if its going to to progress the fluff of what happens next with the emperor. As it stands he's acting like a weird decaying light house guiding the emperiums ships when they go into warp drive. And I don't think they are going to just keep going with that tired old shtick.

It makes sense to me. I can imagine that when it is time, wheather in the next black crusade or some other event on terra in the 41-42 millenium that the 'Loyalist' Dark Angels will rebel while the 'Fallen' stay true to the Emperor and reveil themselves.

But it has such great conspiracy potential if the good guys are the bad guys trying to be good, while hunting the bad guys who happen to be good guys who are now stuck working with the bad guys who in fact are bad because they are trying to kill the good guys who are bad trying to be good guys.
