Is it true that Mephiston and the sanguinor can't be challenged? They arent Characters

Its kind of fuzzy rules wise because GW wasn't very good with the faq updates for 6th.
But you should read Character types on page 63 and stop when you get to Mephiston, they clearly refer to him as one despite not showing anything else that would be helpful.

But no where else does it ever mention him being a character, and the sanguinor isnt mentioned at all

You right it doesn't mention him as one anywhere else which is what bugs me the most.Because issues like this will continue until all books are updated...... which wont happen most likely before a a new edition.
Unfortunately in the section that describes characters it does, and that's the part your going to have to argue against if you don't want him to be one. And also he is a "special character" which is in fact still a rule. And I don't see why either of these two things wouldn't carry over to sanguinor, angriest tycho, crowe, Bjorn, deathleaper, doom, one eye, and whatever next super rampaging single model unit that comes around that doesn't have friends.

He is not a "special Character" he is a unique model. Special Characters no longer exsit in the new codex.
Mephiston is mentioned off handley in the character section, but Sanguinor isnt,

Notice im not agruing that Mephiston isnt a character, the off handed comment gw made is enough for me to see that he is, but sanguinor isnt mentioned anywhere(hes the one i wanted to be a character).
