4x M12 SP Artillery
3x M7 Priest GMC
Armored Rifle Platoon
Can this force be made into an effective list?

That is an extremely effective list or at least the potential to be one. Has everything you need to hit the table in force. Granted I have been out of the game for a bit, but it turns into a list kinda like this.
HQ:
sherman dozer and Sherman 76
combat platoons
1st platoon 4 sherman 76's
2nd and 3rd platoon of 75mm shermans, 4 ea
support:
TD's with one section, but you are missing the security section of 2 scout cars and jeep, you will need those to field it. Hellcats are handy.
light tank platoon of stewies (really fun for running up the flank quick and gunning down light guns and infantry, or good for a distraction)
heavy arty (m12's are the 155, but you can't field all 4 with only 3 priests on some lists)
light arty (m7's are 105 and three is a good number to field for the points but you have to be careful about losing one)
armored rifles, one platoon can be really powerful if put in the right hands, often great to digging into an objective, A LOT OF FIREPOWER, potential for 5 bazookas and dismounted machine guns.
I don't know a lot about the warrior.
That force is ready to field in several configurations.
