Wait correct me if I'm wrong, but does this scenario really play out with the attacker getting 2 guaranteed shooting turns before the defender even gets to do anything normal outside of moving?

Looks that way... Defenders can snap fire round one, though. I would vote for removing the Surprise! special rule.

Actually I think we should keep the surprise rule. It balances out the dangerous terrain test that the Attackers will be dealing with. The Defenders will also be able to use their defense lines to protect themselves. They know what direction the enemy will be coming from and they also have all the strategic objects all in their zone of play. So the first turn of them Snap firing does work as a balance.

Remember that the attacker doesn't start on the board too so it's not 2 full turns of shooting, more like 1.5 . Also, my experience with atk/def scenarios is that the defender always has a huge advantage for some reason.

That's still 2 turns of shooting against a defender that can only snap fire, even on intercept. Who is also not aloud to charge first turn either.
I will also point out this sceniero is supposed to be played with orks verses imperial guard, a army that doesn't have deep strike shooting units against a army that doesn't want to assualt. Its not a generic mission from the rules I'm reading.
I don't want to play defender and I'd feel super jerkish if I played attacker.

Again... I think getting rid of the surprise special rule makes it all much fairer... Defense has terrain advantage and can deploy on the board... Attacker can be gotten by full bs interceptor... Esp blast weapons... And is stuck coming on the board and can't deploy on it. Attacker does get to go first, but all of their D weaponry can't come on until turn 2.

Those are good reasons to keep the surprise rule. In addition the attacker can't bring on their super heavies or even 4+HP vehicles till the next turn. The defender gets to deploy all their forces at that so they will be able to bring their full fire to bear on the attacker even if it is snap shots. It also fit's into the mythology of the day that this event will be happening on.

My priority is having an enjoyable game... and thus I am not wedded to the surprise rule. I cannot make the decision myself, though.
