The enemies of the Imperium have salivated over the possibility of invading the T'schere system for centuries. And, for centuries no invasion has survived initial contact with the T'schere.
The system is widely considered an imperial backwater filled with religious zealots who do not take well to outsiders. The T'schere (literally, "the three") are fanatical devotees of the triune God whose three godly aspects are Data. Dogma, and Defense. The T'schere are lead by a Holy Triad of a Scribe (Data), a Cleric (Dogma), and a Warlord (Defense). These three each possess the collective memories of all of their predecessors. Although each takes on an outward appearance of one of the three godly aspects, that appearance does not necessarily coincide with the aspect he controls (the T'schere religion stresses the individuality of mind, body, and spirit). When a T'Scherean leader dies, another citizen. seemingly chosen at random by God, is immediately endowed with the knowledge to replace him.
When danger threatens, the Warlord is literally hardwired into the T'scherean defense system. Armed with the knowledge of all of the previous warlords, and having instantaneous access to all of the resources, weaponry and data of the defense system and armed forces, every hostile invasion has been met with immediate, concentrated, and lethal response.
The T'scherean leaders never leave their Grand Temple where the defense network is centered. Well, almost never....
Once every 100 years the T'schere celebrate a week of Festivus. Confined for 100 years by the strict commandments, edicts, and laws of their religion - which they fervently follow, they are allowed a week "off" to purge themselves of any transgression they may secretly covet. All rules are suspended for Festivus. Anything, and everything, is allowed - and occurs! One of the many moons in the system is transformed into a Garden of Eden with a magnificent Festivus City. One week later, the entire moon is a fetid cesspool as a result of the debauchery and sin of the celebration.
The T'scherean leaders must be the first in and the last to leave. They erect the Festivus Pole. They compete in the Feats of Strength. They preside over the Airing of the Grievances.
Killing the leaders while at Festivus would yield nothing - three more would immediately replace them back at the Grand Temple.
But.... if an elite strike force were to infiltrate into the moon just at the end of the festival and CAPTURE the Warlord, transporting him to a maximum security prison where he was kept alive... no warlord would replace him and no one would be there to direct the T'schere defense. Since no one knows the identity of the warlord, all three leaders would have to be taken.
Unknown to the enemies of the Imperium, an agreement has just been reached whereby the forces of the Imperial Guard, the Astartes chapters, and the Inquisition have been granted permission to establish bases in the T'chere system. In fact, the ill used Festivus Moon is to be one of the main sites. Advance forces are already there.
