Ben,
Does each army need to have 1 HQ and 2 troops and then the exceptions apply....or between 2 armies only need 1 HQ and 2 troops?

Nope. your forces combined have to have the 2 troops 1 hq.
So one of you could show up with an HQ, and 2 troops. The other guy could have 6 elites.

How about this: a Radical Inquisitor believes that he has mastery over a host demons (say, he thinks some relic gives him great mastery over them), and seeks to use the Demons to kill the enemies of the Imperium. In actuality, the Demons rule over him and make him unable to determine friend from foe...
I could run a lot of Demonhosts, it would fit in well. Not a bad idea, Steve!
That wasn't actually our original plan, but might be fun.

OOH, rules questions for the tournament. With things being hazy with not having to bring a true force org, what about choices that require something to be filled in order to take?
Erm, what I mean is: Conscript Platoons (per codex) can only be taken 1 per each Infantry Platoon. (Same restrictions are on Armored Fist Platoons) So, do I have to buy an Infantry Platoon in this tourney to bring a conscript platoon in? or could my partner bring it? or can I just fill a troop choice with a Conscript Platoon?
Then again, the codex says Command Platoon is a "1" choice (as its the ONLY HQ choice, you would HAVE to take it) but thats already been declaired a "by choice" as long as a HQ comes from some army.... Just would like a rules, erm.. ruling before I come waltzing in with an objectable list.

I think that Codex restrictions would still apply. You're just allowed to split the FOC requirements between the two partners. In the example you used, you'd still only be able to bring 1 Conscript Platoon per Infantry Platoon. As far as HQ goes, if your partner brings one you don't have to. Command Platoons' 0-1 Restriction doesn't have any bearing on it. Hope this helps.

We probably need Ben to register in on this. I have been assuming (perhaps incorrectly) that we are doing what we did last year. Between the two forces we need to take a minimum of 1 HQ and 2 Troop choices instead of both players needing to do that and then we can max out on elites and fast attacks (one player could take up to six of each).
So, if the FOC still applies but you can split the requirements between the two armies, can Ross take two SM troop choices and that would count as the two infantry platoons that would enable Conrad to just take an AF and a Conscripts platoon? I wouldn't consider that to be an objectionable list but, then again, I'm not running the event.

If something is required in order to take something you still need to satisfy that requirement. So if the IG codex calls for something in order to take Conscripts, you must satisfy that. Same principle as an Inquisitor needing to be chosen for many of the Inquisition forces, in order to purchase certain units.
The Normal force org does not have to be filled by both players.
EXAMPLE
Poofy
1 necron Lord-HQ
4 necron warrior units-Troops
Ben
3 Units of Lootas- Elites
3- Battlewagons- Heavies
This list would satisfy the team tourney rules. Poofy supplies the HQ, 2 troop requirement.
Both players can help satisfy this. Or one person, can bring the basic requirements, while the other player takes all the sexy stuff.
Your choice.

Woh, woh.. ONE player could bring 6 fast attacks and 6 elites??? HELL yeah. 6 hellhounds and 6 Vet squads here i come!
My command squad example is that the codex says its limited from 1 to 1. i.e. a guard army HAS to take a command squad. That combined with no other HQ options makes that semi redundent in most cases, but not here?
