Actually didn't they have some contact with the Brit's? And I don't know if they ran into Russians but I know Russia had promised to invade them but we nuked them first. Though it was unlikely that Russia would have invaded as they had not even made an effort to make landing crafts.

No, it is not legit. Although it would be nice to see the Pacific theater on Battlefront's list of projects and I suspect it will be sometime.
A while back, Battlefront published a tongue-in-cheek PDF of a US army in response to a number of these e-bay auctions for supposed FOW Japanese Armies. It was something like this: The PDF consided of a 1,495 point bomber and a 5 point observer. The US went first and the observer called in the bomber on a 1+ which dropped an A-bomb ranging in on a 1+ and hitting on a 1+. The template was the entire table plus the reserve staging area. Then the Japanese player not only lost his entire force but also had to physically destroy all of the minis.

Sure this is compatible with FOW it wouldn't be that hard to do(I mean you could probably do your own army lists for almost any army existing at the time of WWII with a little bit of research). If you wanted to play them on Friday nights I wouldn't have any objections. But Beyond the sillnies of the list Steve posted I am not sure you are going to be really happy with the Japanese army in WWII. The IJA in WWII was pretty much a light Infantry force, not many tanks and no good ones, lacking the firepower to really deal with a well equipped western Army. The Americans in the Philippines held out for six months with a half trained, green, and poorly equpped army. In the end what really did them in was a lack of food. But if you want to buy the book bring them on. Oh yea you probably couldn't use them in a Tournament

The Japanese did fight the Russians In Mongolia in 1939 and got there butts kicked hard. Zuckov's first major command. They also foguht them in 1945( Between the first and second bomb) and lost again. The Russians had promised the West that they would declare War on Japan 90 days after the war ended in the west and did so. and they fought the Brits in Burma through out all of WWII

Okay, thats what I thought. I did find some 15mm Japanese forces. I don't think Ill get them. And I know that the western allies would pretty much crush them. I have more of a historical interest in the Japanese then anything. Thats pretty hillarious about the bomber!

There's a game called Poor Bloody Infantry that can use FoW bases and works pretty well for Pacific theater actions. It emphasizes infantry tactics so it's never been as attractive as Fow, which is pretty vehicle heavy. Anyway, with PBI you could run a 15mm Japanese force against someone's Americans or Brits and have a tense close game. So if someone is hankering to build some Japanese thats a thought...

Peter Pig covers the Pacific pretty well. Brookhurst Hobbies carries them in the US. Their website is helpful and while the minis look ridiculous online they actually look great painted.
I would wonder about old glory 15s as well- check Warweb.com or oldglory25s.com, they're listed as "Command Decision" under the Old Glory 15mm catagory.
Pacific action with PBI really relies on machine gun support and using cover. It's pretty tense and the presence of one or two tanks becomes a big deal, even the strange light Japanese models. Plus the boards look great because they're all tropical fishtank terrain, palms, and rivers.

They work out well in ASL (which is a boardgame) and other miniature rules as well. The problem with FOW for the Japanese is that the game lacks any rules for Jungle Terrain, hidden movement, limited intelegence, or Night combat. these were factors that the Japanese used to their advantage. To bring the Japanese to parity in FOW you would have add rules for those factors
