-You can't charge and use a *attack like Combustion that isn't a special rule for a melee weapon. -You can charge and use a *attack like Thresher that is a rule for a melee weapon. You forfeit your normal initial attacks when you do so, as per the usual for *attacks. -You can never buy *attacks of any kind with focus, power attacks included, or use additional attacks from other sources to make *attacks. -You can't use a power attack on the turn your warjack charges. Power attacks are *attacks and melee attacks, but can't be used as your charge attack because the rulebook explicitly says they can't be. As a result of that rule and the one that states that you can't buy *attacks, a charge effectively disqualifies you from using a power attack at all. -You can never use *attacks outside of your model's activation.

One more clarification- I believe Chain Attacks CAN be used the turn you charge, even if it 'grants' you a Special or Power Attack. Grab and Smash, for example, grants you a power attack if both your initial melee attacks hit. I believe this overrides the 'no power attacks on a turn you charge' rule.

If I'm understanding this, then I can't charge with my Argus and use it's *ability which is one attack at twice the strength of the weapon plus it's strength stat? I can only use the *ability during an activation that the beast doesn't charge?

I believe that is correct- the combo bite is a * ability of the Argus, not a * attack on the weapon. This similar to * attacks like Combustion and Steam Vent- the jack itself has them, not the weapons the jack is using.

When you're charging withthe argus you're probably better off with the extra die of damage rather than the combo strike anyway.

When you're charging withthe argus you're probably better off with the extra die of damage rather than the combo strike anyway. True enough, but this actually opens up a new though process on using Arguses. If star attacks can be boosted, then the potential of a 16+3d6 damage is pretty scary.
