This is just a complete rumor but it seemed credible. Someone on dakka posted a link where someone talked to Jervis and Matt ward and they said that they were not involved in the development of any new chaos. here's the link and again is just a rumor and even if it's true it doesn't really mean anything or that a new chaos codex is even in the works. I think it's interesting though.

I think the author sort of jumps to the conclusion that it will be a Phil Kelly dex (again not sure if any of it is true to begin with), lol it could be Crudace(spelling?), the man, the myth, the legend, for all we know.

Firestorm doesn't seem to say anything really, other than Matt Ward started trying to find someone - anyone - to pawn Firestorm off on. There's no indication that Chaos is being worked on, or that Phil Kelly actually has anything to do with it even if so. Ross, you're right on the "jumping to conclusions" bit.
